Policy development and programme evaluation studies i.e. working with clients to collect, interpret and act upon data in either shaping new policies and strategies or in evaluating existing performance. The outcomes from work of this type are usually 'strategic' in the sense that they address major issues of direction or performance - ensuring the organisation is doing the right things.
Operational research i.e. adopts a similar orientation in terms of logic and approach but is more concerned with the detail of delivering care or providing service. The outcomes from work of this type are usually 'operational' in the sense that they address the day-to-day issues encountered by front line staff and the findings from such studies are used to inform and revise the delivery of services in a way which is rapid and obvious to providers and consumers - ensuring the organisation is doing things right.
